President Obama signs bill naming Baldwinsville post office for slain Marine

Washington -- President Barack Obama has signed into law a bill to name the Baldwinsville post office after Marine Cpl. Kyle Schneider, a Lysander resident who was killed in Afghanistan last year.

Obama signed House Resolution 5837 to designate the post office at 26 E. Genesee St. in Baldwinsville as the "Corporal Kyle Schneider Post Office Building," the White House said Friday night.

The bill passed the House of Representatives in July, where it was introduced by Rep. Ann Marie Buerkle, R-Onondaga Hill.

U.S. Sen. Kirsten Gillibrand, D-N.Y., sponsored the bill in the Senate, which passed the measure Dec. 19.

Schneider, 23, was killed June 30, 2011 by an improvised explosive device in Afghanistan?s Helmand Province.

Schneider was a 2006 graduate of C.W. Baker High School in Baldwinsville. He attended Onondaga Community College for one year in the criminal justice program before joining the Marine Corps in March 2008.

His parents, Lorie and Rick Schneider of Lysander, have set up the Cpl. Kyle R. Schneider Foundation to help the people and causes that their son found important.

Naturally Nails: Butter London Trout Pout Swatch

Hey Hey,

Hope everyone's been surviving their respective examinations. HALLELUJAH! It is finally december, the marking of yet another end of the year. I've been seen friends post status about advent calender?! Took me a while to recell, can you guess recall where this particular word came from?! Can't recall? Keep reading to find out!

As you all know, Black Friday was somewhen last week. Singapore doesn't exactly have black friday, physcially at least. Come to think of it, there probably isn't a 24 hour mall in Singapore at all. Wouldn't it be cool if we had one, or maybe if shops in Orchard opened 24/7 on saturday nights. I won't have to worry about food places, hesistate to go out of the house at 8pm in the night and all that jazz. Anyway, thankfully though online stores give us the liberty of enjoying it. I got myself something I've been eyeing for the longest time. Just 1 small item. A really modest haul xD

Butter London Trout Pout

OMG it is finally in my hands, if you follow me on Instagram@Plainlypicturesque?you would have seen my little glamed up picture of my most recent haul. WHOOOO. Can't tell you how excited I was when I placed the order for this. It was going for a good 30% of the normal price on Luxola.com. More on that later

Trout pout is a stunning coral shade that has the perfect mix of pink and orange in it. It has this almost neon quality to it that makes my tummy do loop de loops. It is what I envisioned Essie's Haute as hello to be and MORE.
This colour has been raved a bazillion times in the beauty community already so I shan't go on rambling about it. Just that I love it, and it is the perfect colour. Very flattering on olive skin tones.

Sadly to say though I have issues with the application. I read reviews on trout pout and a handful of them complained about trout pout being too thick awfully streaky, while I don't agree, I can't disagree either. Like that makes any sense.... I wouldn't say it's streaky because it really isn't, besides the fact that it goes on quite smoothly despite it being a really bright almost neon colour is already pretty spectacular. Trout pout is?more patchy IMO. . 1 coat doesn't get you perfect coverage and leaves you with random bald spots that absolutely gets on my nerves! The part about the polish being thick is valid I guess but I feel that it's more of the brush's fault. The brush picks up a little too much product for my liking so you really have to clean off the excess product off to prevent a hot globby mess later on. The 2nd coat though seals the deal and assures you that:" yes, this is why so many people love this colour."?
Still I have to say that for its steep price, this is not quality that I would settle with because again, OPI makes wonderful polish for half the price. They aren't all perfect but they are generally awesome. Then again, loads of other butter london colours I've heard are off the charts as well. They'd better BE for the price.?

While this coral baby is finally MINE to own. My first EVER butter London polish. I have to just make a comment on the process of acquiring it. I bought this off luxola.com for a steal of $17.50. Thank you black friday. That's the price that you'll get it in the US, or at least from what I calculated. (Warning, I am born bad at math.) According to their website, you'll have to have someone BE home on the day that they are delievering the product to you if not you'll INCUR A SURCHARGE OF $10 FOR REDELIVERY (if your product is <SGD$50) alternatively, you can collect it yourself. YUP very scary.?
So.. on the supposed day of the delivery, I was home for the entire day (10am to 6pm as specified by luxola) and no one came to ring the doorbell... Strange but I thought perhaps they'd swing by the next day. Then, I received a call at 5pm saying that an attempt was made to deliver but I wasn't home. I was completely MINDBLOWN like how in the world could I have missed my door bell. (PS I was wide awake), even if I were taking a number 2, I would have heard it. Besides, there were others at home too, surely they would have gotten the door. I relayed this to the caller and he said ok, there will be a redelivery tmr. TheEND. At this time, I wasn't aware of the surcharge policy so I was like ok. It wasn't till like 10pm in the night when I scrutinised the fine print. Ugh. it really gave me a heart attack. No way in hell am I paying $10, MORE THAN DOUBLE the price of my product to get it delivered.. Being the super crazy anxious person that I am, I speedily wrote an email to them which they read early in the morning. Nonetheless there was only so much they could do cause the delivery guy already set off.
So the door bell rang the next morning at 9am. OMG SO EARLY. And I got my lovely product. THANKFULLY there was no surcharge given and I lived happily ever after since then. OMG can you imagine my horror if I were to be charged $10 buck. What's the point of the black friday discount then. -_-"
But yeah, that's the lame story of my so called "ordeal"


Ok, so I was clearing up my polish the other day and I chanced across Essie Haute as hello and I was like NO NO NO NO NO they look crazyily similar! I just had to swatch them side by side. To my relief they are WORLDS APART. In colour and in quality. For those complaining of the streakiness of Trout pout, do try out Haute as hello, you'll be pleasantly horrified. Haute as hello is what I call STREAKY. Not to mention, totally UNsmooth. See my previous post on it for more details. As you can see, haute as hello is exuberate a more orange outlook as compared to the strong warm pink tones from trout pout. Both top coatless. I think you can tell the winner from this picture.

Alright, for those of you guys wondering about the advent calander thing who haven't already googled it, it's from NEOPETS. The childhood game of my generation. Hahah it's great to reminisce. My favourite game was trouble at the neopian bank!?

Some random updates, I've been super into this acappella group called pentatonix. Go check them out if you haven't. They are GOOD. ESP carol of the bells and AHA. Awesome stuff. Can't wait for the exams to be over FOR I CAN GO FOR RETAIL THERAPY AND SEE MY BF AGAIN! Spoken like a true bimbo.?

Major Sales Transactions

CRE 11. ?Hines Interests Limited Partnership, Houston, Tex. paid $81M ($268/SF) for 24th At Camelback, a 302K SF office project at 2375 E. Camelback Rd., Phoenix. The seller of the 8-story office structure was GLL Real Estate Partners GmbH, Munich, Germany. Cassidy Turley Commercial Real Estate Services handled the deal for the 87 percent occupied building. Cassidy Turley is the leasing agent for the building.

2. ?Parkway Properties Inc., Jackson, Miss., acquired the Tempe Gateway, a 264K SF office project located at 222 S. Mill Avenue. Seller Vulcan Inc., Seattle, Wash is headed by Microsoft co-founder Paul Allen. The deal was brokered by CBRE for $66.1M ($250/SF). The project, which is 79 percent occupied, just added a new tenant, Elizabeth Arden Spas (see Major Lease Transactions following this section).

3. ?In another wrap-up-for-tax-planning office investment, Lexington Realty Trust, New York City, N.Y. paid $53.2M ($211/SF) to buy a 252K SF office building, 3030 N. 3rd St., Phoenix. The seller in the sale/leaseback deal is SCF Arizona, the state?s largest workers? compensation insurance carrier. The agency occupies almost the entire 14-story project. 360 Real Estate Consulting LLC, Phoenix, was the agent in the deal.

4. ?For the same amount of money, $53.2M ($2.2K/acre), Byner Cattle Co., a subsidiary of Freeport-McMoRan Copper & Gold Inc., took control of a 24K-acre tract encompassing portions of Maricopa, Yavapai and La Paz counties. Roughly 90 percent of the farmland is in Maricopa County. 14K acres came from Scottsdale-based Martori Farms and the remaining 10K acres is a state land lease. The cash sale was brokered by Martori & Co., Scottsdale. As part of the sale agreement, Martori Farms has leased all 24K acres for 10 years and has options for another 10 years.

5. ?Cole paid just under $23.8M ($263/SF) to purchase a 90.3K SF medical facility, 3003 N. 3rd Street. The seller was Phoenix LTL LLC, Chicago. Construction on the build-to-suit deal puts Cigna Medical Group in the entire three-story building. The new facility will be used for outpatient surgery, family practice and urgent care. Cole is also in the news because of a Massachusetts investigation into a brokerage trading the Phoenix-based REIT?s shares.

6. ?Corporate buildings on Perimeter Drive, Scottsdale, have been in the trading news over the past few months in AZBEX CRE stories. This time, 17600 N. Perimeter Dr., the old FNBA Building, has sold to Oaktree Capital Management for $29.9M ($234/SF). The 128K SF building was held by WDP Partners and is mostly leased to Fender Musical Instruments corporate headquarters.

7. ?In Tucson, commercial properties are moving towards end-of-year closings. More than $20M sold in recent weeks:

  • $8M was paid for three lots on N. Professional Park Dr.: La Cholla Lot 1 Properties LLC (5668 and 5670) for $3.7M; Sunset La Cholla LLC (5650) for $2.4M; and Sunset La Cholla 1 LLC (5662) for $1.9M
  • MMP Oro Valley LLC bought 11075 N. Oracle Rd. for $6M
  • The BHGT 1005 Trust bought 1020 S. Harrison Rd. for $3.8M
  • Oracle Office Plaza LLC picked up 7491 to 7493 N. Oracle Rd. for $3.3M
  • Levine Investments Limited Partnership bought 7090 E. 22nd St. for $2.2M
  • D.R. Horton Inc. paid the same, $2.2M, for undeveloped multifamily-zoned land within Shannon Estates at the Omni Tucson National Resort

8. ?Whispering Wind Corporate Center has sold to a private investor for $12.2M ($162/SF). The Mack Company sold the two-building, 77K SF complex, 2205 and 2225 W. Whispering Wind Dr., Phoenix. W. L. Gore fills one building, and the other is fully leased to multiple tenants. CBRE represented the seller; an unidentified broker from Denver represented the buyer.

CRE 29. ?Lynwood Apartments has been sold by Lili Rubin Investment Properties, LLC for $7.9M ($26.3K/unit). The complex, 5535 W. McDowell Rd., Phoenix, has 300 units. Grant Slawson and Victoria McCaffrey are the buyers. Newmark Grubb Knight Frank represented the sellers in an all-cash deal.

10. ?An industrial building?including an adjoining 2.1 acre undeveloped parcel?in Freeport Center, 420 S. 53rd Ave., has sold for $6.8M ($53/SF; skewed by the undeveloped land value). The Jerry Ivy Trust, Mountain View, CA., represented by Lee & Associates, was the buyer of the 128K SF, 50 percent-leased building. High Time, LLC, Phoenix, was the seller using Cushman & Wakefield.

11. ?NAI Horizon released a list of major CRE activity generated by the firm:

  • 8388 E. Hartford Dr., Scottsdale, 66K SF flexspace, $4.4M ($66/SF); Hello Real Estate, buyer
  • 2500 E. Chambers St., Phoenix, 99K SF industrial space, $2.7M ($$27/SF); BH Management Inc., buyer
  • Higley and Ocotillo roads, Gilbert, 10.6 undeveloped acres, $1.2M ($111K/acre); Church of Jesus Christ of Latter Day Saints, buyer

12. ?The Trend Homes division of Ryland Homes has moved to pick up two bank-owned projects, the Plaza Townhomes, Chandler, and the Princess Townhomes, Scottsdale. The Chandler project, Priest Dr. and Ray Rd., is planned for 65 homes. The company paid $2.3M ($35K/unit) for the potential. In Scottsdale, the proximity to the Fairmont Princess Resort at Hayden Rd. and Princess Dr. brought $3.6M ($68K/unit) for a potential 52 units.

13. ?In a Tucson sale-leaseback deal, Quiktrip Corporation sold its new store, 1401 S. Alvernon Way, to SR Properties LLC for $3.6M ($722/SF). The 5K SF retail space sits on a 9.7-acre parcel. The deal included a 15 year lease.

14. In another sale of undeveloped residential lots, Richmond American Homes of Arizona, Inc., picked up 70 in the unfinished Laveen Village subdivision for $3.5M ($50K/lot). Cassidy Turley handled the deal for seller Cowley Cos.

15. ?A 5.8K SF ground lease lot in Goodyear holding Red Robin restaurant, 14551 W. McDowell Rd., has sold for $2.3M ($400/SF). Marcus & Millichap Real Estate Investment Services handled the transaction for the private seller and buyer.

16. ?No price was publicly reported, but Buchanan Street Partners has picked up a 67K SF office complex in the Scottsdale Airpark, 8388 E. Hartford Dr., from H-B Perimeter LLC. This is to be the first acquisition in a plan to acquire $100M in Phoenix metro real estate by the end of 2013.

17. ?Downtown Tempe is sporting another office tenant with Elizabeth Arden Spas moving into the Tempe Gateway, 222 S. Mill Ave., at the 3rd Street light rail station. Lee & Associates did the negotiations for the tenant. Colliers International handled the duties for landlord Vulcan Inc.

18. ?Consumer Connect, Inc. has leased 25K SF, 2155 S. 75th Ave., Phoenix, from Clarion Partners. NAI Horizon handled things for the tenant; Cushman and Wakefield for the landlord.

CRE 3

19. ?Peoria?s BioInspire ? the medical device incubator ? added its sixth tenant, Stimwave Technologies, putting its 6.8K SF testing laboratory in the center. BioInspire is situated in the Plaza Del Rio complex near Loop 101 and W. Thunderbird Rd. Stimwave Technologies is based in Scottsdale and produces pain-relief implants (AZCentral premium content).

20. ?Federal Pizza, owned by the Postinos group, has opened in the former First Federal Savings & Loan building, Central Ave. north of Camelback, in an another adaptive reuse by the eatery owners. Apple withdraws patent claim against Samsung's Galaxy S III mini

Apple's patent claim against Samsung's Galaxy S III mini is no more, with Cupertino citing the phone's lacking availability in the US for the amendment to its original November filing. In the ongoing litigation between the two electronics giants, Samsung argued that it's Galaxy S III mini didn't warrant inclusion in the latest volley of Samsung devices Apple wants added to its patent lawsuit; Apple apparently agreed, and is thusly withdrawing its claim against that particular device. The argument also highlights the sad news that the S III mini won't join Samsung's Galaxy lineup in the US.

An agreement filing spotted by Reuters from a San Jose, CA. US District Court revealed today's news, coming just days after Judge Lucy Koh dismissed a request to permanently ban sales on several Samsung devices. It's unclear if the other Samsung devices Apple asked to be added to the ongoing case are approved yet by the court, but we can certainly count the S III mini out for the time being.

Overview of Honda Exhibit at TOKYO AUTO SALON 2013 with NAPAC

TOKYO, Japan, December 26, 2012 - Honda Motor Co., Ltd. today announced it will participate in TOKYO AUTO SALON 2013 with NAPAC*1, which will be held from Friday, January 11 to Sunday, January 13, 2013, at Makuhari Messe in Chiba Prefecture, Japan. Featuring production and exhibition models of automobiles, motorcycles presenting a variety of exciting approaches to customization, power products and racing vehicles will also be presented at the Honda exhibit.

Featured automobiles will include models based on the all-new N-ONE mini-vehicle, such as the N-ONE Modulo*2 Style with its sophisticated atmosphere, the MUGEN Racing N-ONE Concept model manufactured by MUGEN*3, and a model created in collaboration with the Japan Nailist Association (JNA), showing off its custom body colors and adorned in rhinestone. Also on display will be 10 mini-vehicles full of fun and variety, including show models of the VAMOS and the ACTY TRUCK.

Honda's automobile exhibit will also show the S2000 Modulo Climax (exhibition model), an S2000-based concept model featuring cutting-edge aeroform design and a chic interior coordinated in black and burgundy. Models on exhibit will include the MUGEN CR-V Design Study, a CR-V-based concept model presenting a new design, and the CR-Z MUGEN RZ, a MUGEN vehicle sold commercially as a complete car limited to 300 vehicles.

Honda's motorcycle exhibit will present the GOLDWING F6B unveiled at EICMA 2012 (70th International Motorcycle Exhibition) in Italy in November and planned for commercial production. Customized vehicles derived from such models as the CB1300 SUPER FOURSpecial Edition and the NC700X will also be on display featuring aftermarket parts and accessories.

Honda's racing vehicle exhibit will present the RC213V motorcycle, an essential contributor to Honda's team and constructors' championships in the 2012 MotoGP, the highest class in the Road Racing World Championship Grand Prix. Two cars from the SUPER GT Series, the HSV-010 GT and the MUGEN CR-Z GT, will also be appearing as well as the DOCOMO TEAM DANDELION RACING machine that won the 2012 Formula NIPPON team championship.

The Johns Hopkins Bloomberg School of Public Health was awarded a four-year, $5 million grant from the Bill & Melinda Gates Foundation to promote the effective use of oral cholera vaccine around the world. The Delivering Oral Vaccine Effectively (DOVE) program will provide relief agencies and governments with technical assistance on how to use oral cholera vaccine, evaluate current vaccine-use practices and develop new field surveillance methods for monitoring and controlling outbreaks of the disease.

Cholera is an infectious disease caused by drinking unsanitary water. The disease is estimated to be responsible for between 100,000 to 200,000 deaths worldwide each year and infects as many as 2.5 million people annually. The oral cholera vaccine is over 70 percent effective and costs $1.85 per dose, but is not yet widely used in preventing outbreaks.

"We believe this grant will greatly facilitate the appropriate use of the new cholera vaccine. In partnership with the World Health Organization, UNICEF and other national and international agencies, we believe the DOVE project will provide the knowledge, technical assistance and encouragement to bring this life-saving vaccine to those who need it most," said David Sack, MD, director of DOVE and professor in the Department of International Health at the Bloomberg School.

In addition to researching and evaluating vaccine-use practices, DOVE will establish cholera surveillance in the northern region of Cameroon near Lake Chad, which appears to be a cholera hotspot. The Johns Hopkins Bloomberg School of Public Health was awarded a four-year, $5 million grant from the Bill & Melinda Gates Foundation to promote the effective use of oral cholera vaccine around the world. The Delivering Oral Vaccine Effectively (DOVE) program will provide relief agencies and governments with technical assistance on how to use oral cholera vaccine, evaluate current vaccine-use practices and develop new field surveillance methods for monitoring and controlling outbreaks of the disease.

Cholera is an infectious disease caused by drinking unsanitary water. The disease is estimated to be responsible for between 100,000 to 200,000 deaths worldwide each year and infects as many as 2.5 million people annually. The oral cholera vaccine is over 70 percent effective and costs $1.85 per dose, but is not yet widely used in preventing outbreaks.

"We believe this grant will greatly facilitate the appropriate use of the new cholera vaccine. In partnership with the World Health Organization, UNICEF and other national and international agencies, we believe the DOVE project will provide the knowledge, technical assistance and encouragement to bring this life-saving vaccine to those who need it most," said David Sack, MD, director of DOVE and professor in the Department of International Health at the Bloomberg School.

In addition to researching and evaluating vaccine-use practices, DOVE will establish cholera surveillance in the northern region of Cameroon near Lake Chad, which appears to be a cholera hotspot. The site will help researchers develop and study methods for detecting outbreaks in remote areas and potentially for using oral vaccine to contain the disease.

In the past year, Logitech has released what feels like an infinite number of new headphones under the UE brand?named for Ultimate Ears, the company it acquired in 2008. Of all the options we've tested thus far, the UE 4000 might be the simplest, best value. At $99.99 (direct), it's a comfortable, on-ear pair that delivers deep bass without too much boosting, and with no distortion, even at top volumes. Occasionally, things can sound overly bright. But in the $100 realm, there are few truly amazing headphones, and the UE 4000, with its measured frequency response, inline microphone/remote for iOS devices, and detatchable cable, is a solid value, and a clear Editors' Choice for low-cost headphones.

Design
The simple, supra-aural (on-ear) design of the UE 4000 is available in a black-and-white frame, an all black frame, and a purple-and-black model. The earpads are sufficiently cushioned, though the underside of the headband could stand to be a bit more padded. Regardless, after a long listening session, the UE 4000 remains mostly neutral?you won't be marveling at how comfortable the fit is, but it won't cause any real discomfort, either.

An inline microphone and three-button remote for iOS devices is located a few inches below the left earcup along the cable. One added bonus: The audio cable, which is the Logitech UE signature blue, is detachable. This means you can replace the cable, which is the most likely culprit when headphones begin to malfunction, rather than the entire headphone pair?a nice bit of added value.Logitech_UE_4000_inline

Call clarity for the UE 4000 is pretty standard?the mic delivers your voice clearly to your call partner, and you should hear your partner clearly as well. But don't expect high fidelity, as cellular call quality is still pretty weak across the board.

Other accessories included with the UE 4000: a 3.5mm adapter that turns your single headphone jack into two (so you can listen to your phone with your buddy simultaneously), and a zip-up protective carrying pouch.

Performance
The Logitech UE 4000 delivers above-average performance for a $100 headphone pair. It doesn't offer overwhelmingly powerful deep bass performance, but it does provide a good sense of sub-bass frequencies?you hear the thuds and resonance of deep bass content in electronic music, for instance, but the sounds are delivered in a fairly measured manner, rather than an all-out subwoofer-like assault like you might experience with, say, the Monster Beats by Dr. Dre. At top volumes, the UE 4000 does not distort, even on tracks with extremely deep bass content, like the Knife's "Silent Shout."

The best quality of the UE 4000's sound signature, however, is its crisp, clear delivery of hi-mid and high frequencies. This is not a pair that would ever be called muddy?though some listeners might find it on the slightly overly-bright side, depending on your tastes and what content you're listening to.

On classical tracks, like John Adams' "The Chairman Dances," the lows are not under-represented, but the there's no added resonance or body for the lower register strings. The overall sound is bright and articulate, with a spotlight on higher-register strings and percussion. The big drum hits at the end of the piece can sound thunderous on headphones that boost the sub-bass frequencies more; here they sound pretty natural, with an emphasis more on the attack, in the mid-frequency range, followed by a subtle low-end sustain. In this sense, the UE 4000 is similar to a flat-response reference pair of headphones?not anemic on the bass front, but certainly not booming.

On Jay-Z and Kanye West's "No Church in the Wild," the attack of the kick drum loop is treble-heavy, but still packs a substantial thump, while the sub-bass synth hits beneath the loop are delivered with enough push to feel powerful, but again, nothing approaching subwoofer-like presence. Bass lovers will appreciate the fact that the UE 4000 doesn't distort on deep bass and does not ignore it?but this is not a booming, bass-heavy pair of headphones.

If you're looking for more booming bass in this price range, consider the SOL Republic Tracks. Or, if you're looking to spend even less on an on-ear pair, the Noontec Zoro offers reasonable quality for the price. Spending more will net you far more quality: The Sennheiser HD 558, for instance, is a revelation of clarity and balanced performance, but it's significantly more expensive. The UE 4000 is a solid, no-frills headphone pair that delivers mids and highs cleanly and avoids overly boosted bass?without avoiding bass altogether for less than $100. For this, it earns our Editors' Choice award.

Weather Service: Gulf Coast Christmas could bring thunderstorms with strong winds, tornadoes

NEW ORLEANS - Nasty weather that includes a chance of strong tornadoes and howling thunderstorms is forecast on Christmas Day along the Gulf Coast from east Texas to north Florida.

The National Weather Service says people should prepare their yards for high winds Monday, securing lawn furniture or anything that might be blown into a home or car.

Weather service meteorologist Bob Wagner says the weather is coming from a storm front moving from the West Coast hitting a cold front.

The weather service in Jackson, Miss., says it is unclear how far north and west the threat will spread.

A squall line is expected to cross Alabama, Georgia, and the Florida Panhandle during the night with high winds and at least a few tornadoes possible into Christmas Day. The Carolinas also may be hit.

Smaller Colorado River projected for coming decades, study says

Dec. 23, 2012 ? Some 40 million people depend on the Colorado River Basin for water but warmer weather from rising greenhouse gas levels and a growing population may signal water shortages ahead. In a new study in Nature Climate Change, climate modelers at Columbia University's Lamont-Doherty Earth Observatory predict a 10 percent drop in the Colorado River's flow in the next few decades, enough to disrupt longtime water-sharing agreements between farms and cities across the American Southwest, from Denver to Los Angeles to Tucson, and through California's Imperial Valley.

"It may not sound like a phenomenally large amount except the water and the river is already over-allocated," said Richard Seager, a climate scientist at Columbia University's Lamont-Doherty Earth Observatory and lead author of the new study.

The study expands on findings published in 2007 in the journal Science that the American Southwest is becoming more arid as temperatures rise and rainfall patterns shift from human-caused climate change. It also comes on the heels of a major study of the Colorado River Basin by the U.S. Department of Interior that projected longer and more severe droughts by 2060, and a 9 percent decline in the Colorado's flows.

"The projections are spot on," said Bradley Udall, an expert on hydrology and policy of the American West, at the University of Colorado, Boulder. "Everyone wondered what the next generation of models would say. Now we have a study that suggests we better take seriously the drying projections ahead."

The present study narrows in on three key regions for water managers -- the Colorado River headwaters, the greater California-Nevada region and Texas, which gets nearly all of its water from within state borders. The study makes use of the latest models (those used by the Intergovernmental Panel on Climate Change in its Fifth Assessment Report due out next fall), to estimate seasonal changes in precipitation, evaporation, water runoff and soil moisture in the near future, 2021-2040. "It's a much finer grain picture than the one we had in 2007," said Seager.

Drying is expected in all three regions, as warmer temperatures trigger more evaporation, even in places that may see greater seasonal rain or snowfall, the study found. The models project that temperatures in 2021-2040 will be 1 to 2 degrees Celsius warmer than now. The Colorado headwaters are expected to see more precipitation on average, but annual stream flow is expected to decline by 10 percent, and as much as 25 percent during springtime, as warmer temperatures boost evaporation, the study found. California and Nevada will also see big changes in spring, with a projected 20 percent drop in spring runoff; Texas will overall become drier with a 10 percent decline in annual runoff. For Texas the models predict that precipitation will decrease and evaporation rates will also go down in spring and summer, but only because "there is no moisture to evaporate," said study co-author Mingfang Ting, a climate scientist at Lamont-Doherty.

Population growth in the Southwest is putting added pressure on regional water resources. To put the Colorado flow projections in context, a 10 percent decline is about five times the amount of water that Las Vegas uses in a year, said Udall. With alternate water sources tapped out, the West will likely have to meet the decline by cutting back on water use. "You can't go build another water project," he said. "That's what makes this problem so difficult."

Conn. town in mourning inundated with gifts, money

NEWTOWN, Conn. (AP) ? Newtown's children were showered with gifts Saturday ? tens of thousands of teddy bears, Barbie dolls, soccer balls and board games ? but only a portion of the tokens of support from around the world for the city in mourning.

Just a little over a week ago, 20 children and six school employees were gunned down at Sandy Hook Elementary School. Twenty-year-old Adam Lanza killed his mother, attacked the school, then killed himself. Police don't know what set off the massacre.

Days before Christmas, funerals were still being held Saturday, the last of those whose schedules were made public, the Connecticut Funeral Directors Association said. A service was held in Utah for 6-year-old Emilie Parker. Others were scheduled in Connecticut for Josephine Gay, 7, and Ana Marquez-Greene, 6.

All of Newtown's children were invited to Edmond Town Hall, where they could choose a toy. Bobbi Veach, who was fielding donations at the building, reflected on the outpouring of gifts from toy stores, organizations and individuals around the world.

"It's their way if grieving," Veach said. "They say, 'I feel so bad, I just want to do something to reach out.' That's why we accommodate everybody we can."

The United Way of Western Connecticut said the official fund for donations had $2.6 million in it Saturday morning. Others sent envelopes stuffed with cash to pay for coffee at the general store, and a shipment of cupcakes arrived from a gourmet bakery in Beverly Hills, Calif.

The Postal Service reported a six-fold increase in mail in town and set up a unique post office box to handle it. The parcels come decorated with rainbows and hearts drawn by school children.

Some letters arrived in packs of 26 identical envelopes ? one for each family of the children and staff killed or addressed to the "First Responders" or just "The People of Newtown." One card arrived from Georgia addressed to "The families of 6 amazing women and 20 beloved angels." Many contained checks.

"This is just the proof of the love that's in this country," said Postmaster Cathy Zieff.

Peter Leone said he was busy making deli sandwiches and working the register at his Newtown General Store when he got a phone call from Alaska. It was a woman who wanted to give him her credit card number.

"She said, 'I'm paying for the next $500 of food that goes out your door,'" Leone said. "About a half hour later another gentleman called, I think from the West Coast, and he did the same thing for $2,000."

At the town hall building, the basement resembled a toy store, with piles of stuffed penguins, dolls, games, and other fun gifts. All the toys were inspected and examined by bomb-sniffing dogs before being sorted and put on card tables. The children could choose whatever they wanted.

"But we're not checking IDs at the door," said Tom Mahoney, the building administrator, who's in charge of handling gifts. "If there is a child from another town who comes in need of a toy, we're not going to turn them away."

Many people have placed flowers, candles and stuffed animals at makeshift memorials that have popped up all over town. Others are stopping by the Edmond Town Hall to drop off food, or toys, or cash. About 60,000 teddy bears were donated, said Ann Benoure, a social services caseworker who was working at the town hall.

"There's so much stuff coming in," Mahoney said. "To be honest, it's a bit overwhelming; you just want to close the doors and turn the phone off."

Mahoney said the town of some 27,000 with a median household income of more than $111,000 plans to donate whatever is left over to shelters or other charities.

Sean Gillespie of Colchester, who attended Sandy Hook Elementary, and Lauren Minor, who works at U.S. Foodservice in Norwich, came from Calvary Chapel in Uncasville with a car filled with food donated by U.S. Foodservice. But they were sent elsewhere because the refrigerators in Newtown were overflowing with donations.

"We'll find someplace," Gillespie said. "It won't go to waste."

In addition to the town's official fund, other private funds have been set up. Former Sandy Hook student Ryan Kraft, who once babysat Lanza, set up a fund with other alumni that has collected almost $150,000. It is earmarked for the Sandy Hook PTA.

Rabbi Shaul Praver of Congregation Adath Israel is raising money for a memorial to the victims. He said one man wrote a check for $52,000 for that project.

Several colleges, including the University of Connecticut, have set up scholarship funds to pay for the educations of students at Sandy Hook and the relatives of the victims.

Town officials have not decided yet what to do with all the money. A board of Newtown community leaders is being established to determine how it is most needed and will be best utilized, said Isabel Almeida with the local United Way, which has waived all its administrative fees related to the fund.

She said some have wondered about building a new school for Sandy Hook students if the town decides to tear the school down, but that decision has not been made.

And while the town is grateful for all the support, Almeida said, it has no more room for those gifts. Instead, she encouraged people to donate to others in memory of the Sandy Hook victims.

"Send those teddy bears to a school in your community or an organization that serves low income children, who are in need this holiday season, and do it in memory of our children," she said.

The first wave of felons sent to county jails instead of state prisons under Gov. Jerry Brown's public safety realignment plan are back on the streets after serving their sentences, and local law enforcement officials are worried they will trigger a spike in crime.

Almost all of the felons are under no obligation to report to a parole agent or probation officer, and many did not get job training and other rehabilitation services while behind bars.

"Of those 9,000 who have been sentenced to jail in lieu of prison, about 90 percent of them are going to come out without supervision by a probation officer or a parole agent," county Chief Probation Officer Jerry Powers said during a recent meeting of the Southern California Association of Governments.

"They're simply going to walk out of jail a free person, and we will have no ability to compel them to engage in drug treatment, mental health treatment or anything of that sort," he added. "As soon as they hit that public sidewalk, they are truly free."

Realignment, also known as AB 109, is the governor's way of complying with a Supreme Court mandate to reduce overcrowding in state prisons.

Among the strategies for lowering the inmate population is to send most felons sentenced with non-serious, non-violent and non-sex crimes to county jails instead.

If the felons had stayed in state prisons, they would have been required by state law to report to parole agents for one or more

years after their release.

They would also have been ordered to stay away from their victims, and been subject to warrantless searches. Some might also have been compelled to undergo services to ease their re-entry into society.

Los Angeles Police Department Assistant Chief Michel Moore said realignment provided no such "safety net" for felons diverted to county jails.

But Luis Patino, a spokesman with the California Department of Corrections and Rehabilitation, noted realignment does not prevent felons from being supervised after their release from county jail, but leaves it to the decision of a judge.

"AB 109 does not inhibit judges from placing an offender on probation supervision once they leave jail," he said. "Superior Court judges are given that discretion through split sentencing."

Under split sentencing, a four-year jail term, for example, can be converted to two years behind bars and two years under probation.

According to a recent study by the Chief Probation Officers of California or CPOC, however, it is used very rarely in Los Angeles County.

Since realignment took effect in October 2011 through June 2012, only 370 out of 6,800 AB 109 felons were given split sentences.

That's only 5 percent, when most other counties in the state use split sentences at least 40 percent of the time. A few apply it to 100 percent their cases.

Moore said jail terms should automatically come with a so-called "supervision tail," which allows local law enforcement officers to keep tabs on felons who are back in the community.

"With realignment, it appears there's some kind of bargaining that has to go on, where if we want community supervision, felons have to get less time in custody," he said.

Moore, Powers, St. Pierre and Assistant Sheriff Cecil Rhambo argue there is a need for legislative fixes to AB 109 so that - at a minimum - felons released from county jail can be subjected to warrantless searches for a certain period of time.

But some key lawmakers, including state Senate President pro Tem Darrell Steinberg, oppose that idea.

"If we were to mandate a tail on jail felons, then no one would use the alternative sanctions like split sentencing that were part of the public safety realignment," said Mark Hedlund, a spokesman for Steinberg, D-Sacramento.

"The goal of realignment was to improve the system - not just to push down the same problems with overcrowding to the local level," he added. "This proposal is premature and in conflict with the overall goal of realignment."

Felons violating probation would have to be thrown back into county jail, which is already almost at full capacity because of realignment - so much so that the Sheriff's Department is thinking of outsourcing jail beds.

The overcrowding in state prisons was partly due to felons being recommitted after violating parole.

Also, though the recent approval of Proposition 30 guaranteed funding for realignment, it would not cover the additional cost of jailing AB 109 felons who violate probation.

CPOC advocated an increase in the use of split sentencing.

"When local prison offenders do not receive a split sentence they are released to the community at the end of their sentence and opportunities to change criminal behavior for this population are usually lost," it said in a brief. "Split sentencing would diminish this risk to success by incorporating supervision by the probation officer into supervision and treatment plans."

To provide felons with some re-entry programs while they are behind bars - a captive audience, so to speak - the Sheriff's Department is ramping up its Education-Based Incarceration Program, which provides vocational courses and life-skills classes.

So far, realignment has put about 9,000 felons in county jails instead of state prisons over the last 14 months. Of those, about 4,000 have been released.

Since nobody keeps track of them, it is unclear how many have committed new crimes.

St. Pierre said the governor has called these felons "lower-level offenders," but that may be a misnomer.

"Before AB 109, these people would have gone to state prison," St. Pierre said. "In L.A. County, unless you commit a big-deal crime, you generally do not get a state prison commitment on your first conviction."

He explained many of them likely amassed a significant misdemeanor record and/or juvenile record. Some may even have prior felony convictions.

Aside from the 4,000 released from county jail, there are another 12,000 AB 109 felons in Los Angeles County who finished serving their sentences in state prison but came under the less-stringent supervision of probation agents instead of parole agents.

About 3,600 of that population went to LAPD territory, where 2,800 were rearrested for various offenses and 500 absconded. At least seven were accused of murder, including Ka Pasasouk, who has been arrested on suspicion of killing of four people in Northridge.

Preliminary data on the crime rate in areas patrolled by the LAPD showed that, overall, violent crimes and property crimes still dropped between 2011 and 2012, though by only 1.2 percent.

In the previous year, the decline was 6 percent.

Property crimes, in particular, rose by 0.4 percent. That's in contrast to the previous year, before realignment, when property crime decreased almost 4 percent.

In areas patrolled by the Sheriff's Department, violent crimes increased by almost 3 percent, and property crimes by more than 4 percent, between 2011 and 2012.

The largest spike was in theft, 6.15 percent; and burglary, 3.92 percent.

Rhambo attributed those to both the struggling economy and realignment, noting "we have had thousands of people released who are pretty much drug addicts or property crime violators."

Moore said unless the AB 109 population had post-release supervision and reentry programs - whether through a supervision tail or split sentencing - the progress made over several years to reduce the crime rate could be jeopardized.

"Make no mistake about it," he said, "when 85 percent of our crime in the city of Los Angeles is property-related, offenders who are not properly reintegrated into society pose a substantial risk to us losing our decade-long decrease in crime."
